$4.5 million project is latest for Measure A. New TIL Center is next

Taft College’s next major construction project is a $4.5 million remodel of the technical arts building.
A Sacramento construction company was the low bidder among four that were submitted to do the upgrade, but all were within $239,000 of each other.
EMJ Corporation’s bid of $4,539,000 was just $62,000 lower than S.C. Anderson of Bakersfield and $147,000 lower than the bid submitted by Taft firm Black/Hall Construction.  Tiffany Group Inc., of Tarzana was the other bidder.
The architect’s estimate for the project was $3.8 million.
“The architect sets the estimate based on the what the market is at the time,” said Supt./Pres. Willy Duncan.  “It (low bid) comes in within the budgeted amount.”
Black/Hall submitted the lowest base bid, but was outbid on four alternatives the bid package requested – re-roofing the building, a cement plaster finish upgrade, an interior wall upgrade and an exterior finish upgrade.
The upgrades in the winning bid totaled $774,000.
Black/Hall is currently building a new maintenance and operation facility for TC.
Bids for a new center for the Transition to Independent Living (TIL) program will be opened July 1.
