The gridlock in Congress that’s led to a government shutdown boils down to one simple question:

Why won’t House Speaker John Boehner allow an up-or-down vote on a “clean” budget bill?

After all, Republicans comprise a majority of the House. Most of them say they’re not in favor of a shutdown. So why not vote on a measure that would end the shutdown in a snap?
