The Taft City Council will hold a special meeting Tuesday night.
The council is scheduled to take care of one item in open session, then adjourn to a closed session for three issues.
The meeting will start at 7:30 p.m. in the Civic Center Council chambers.
The council will vote in open session on a resolution to submit an application for an $800,000 grant from the California Department of Housing and Community Development for the city's first-time home-buyer program.
The closed session agenda items include a continued evaluation of City Manager Bob Gorson, discussion of a lawsuit filed against the city by the Sierra Club, and contract talks with unrepresented city employees.
Mayor Dave Noerr is the city's designated representative for the employee talks.
