Supervisors to hold hearing on trash fee increase

The Kern County Board of Supervisors will make final adjustment to its new budget and are expected to finally have a hearing on trash fee adjustments Tuesday in Bakersfield.
Topping the morning agenda are proposed resolutions that will make the final adjustments to the approved budget. The adjustments include an increase to the General fund discretionary revenue to reflect the millions of dollars found in the Assessor’s final property tax rolls. According to the staff report, the additional resources cut a budget gap of approximately $16 million.
Also on the morning agenda is a discussion about the possible merger of the Clerk of the Board department with the County Administrative Office. This would help “create efficiencies and synergies between the two departments and consolidate the use of staff and their collective functions,” writes County Administrative Officer John Nilon. The estimated savings by merging the two functions is $140,000.
On the afternoon agenda is a twice-continued public hearing on a trash fee increase. The hearing is to allow to public input on a proposed ordinance that would establish a schedule for Solid Waste Management Program charges for 2011-12 and 2012-13. The first change would increase fees from $74.84 per unit to $77.83 for one to four residential units. Five or more residential units would see their fees increase from $59.86 per unit to $62.25 per unit. In Fiscal Year 2012-13, the rates would increase to $82.89 per unit for one to five units and $66.30 per unit for five or more parcels.
For commercial rates, an increase will be paid through Gate Fees at county landfills. These fees, also being considered at a public hearing today, will increase from $40.50 per ton to $42.25 per ton effective July 1, 2011 and $45 per ton effective July 1, 2012.
At a previous meeting, the board agreed to allow further potential increases in fees based on the nation’s Consumer Price Index.
